_A Rising Thunder_ (Honor Harrington) by David Weber:
http://www.amazon.com/A-Rising-Thunder-Honor-Harrington/dp/145163871X/

Book number 13 in a series of 20 ??? books in the
Honorverse.

In which Manticore (The Star Empire), the People’s
Republic of Haven and the Solarian League are headed
on a fast freight train to interstellar war. And
somebody else is spiking all the drinks.

Although David Weber says that the Solarians are not
patterned after any existing nation, the Solarian
League feels like Europe right before WWII. Nobody
has a clue how bad it is going to get.

My rating: 4 out of 5 stars
Amazon rating: 3.3 out of 5 stars (214 ratings)

II or I? I think they had a pretty good idea how bad it was going to
get by II..

What's amusing about the Sollies is watching them frantically patching
things up, each patch of which precipitates exactly that which they are
working to prevent..

Neither fits the overall picture at all well: Europe before
either war looks very little like the Solarian League.

II. The League of Nations was frantically trying
to prevent individual members from going rogue.

But, I said feels like, not looks like.
