Cecil doesn't know what he's talking about. The "money when you land on
free parking" meme is a distortion of the Stock Exchange add-on to the
game. See:

I suspect someone once saw this being played, noted that you got given
money when you landed on that corner of the board, and then tried to
recreate the rules from poor memory.
