I release any exclusive ownership claim to the below and all following comments by me related to these ideas.

Seems to me that the first thing I'd do as Merlin would have been to set up a colony in Owl's cave, or nearby, and stock it with orphans, refugees, etc. Give them an education, and use them for where extra eyes were needed to start, and as teachers in the end game. I'm sure other uses will occur to others. This parallels the Royal College, but Merlin did not know about that to start. It would still be useful, with or without any of the inner circle knowing about it.

As for those not reliable, talented, or intelligent enough to handle the vital jobs, well, someone needs to do the cooking and sweep the floor.

Second idea that might not take much CPU time, regarding the info leak: Put a bug in a wax seal (if such things are used) or in a message pouch's fabric. Record who has real, as opposed to official, access to the messages, then put a bug on them. Perhaps replace a button or modify a piece of jewelry. This would be a good place to put those extra eyes from the first idea.

Once a message has been read will the bug see anything??
